Ernst spent 14 months mobilized and overseas in Kuwait in 2003-2004, at the start of Operation Iraqi Freedom. She earned a Bachelors of Science degree from Iowa State University, and Masters of Public Administration from Columbus College.  Click here to read her biography <a href="http://www.joniernst.com/">www.joniernst.com</a>    Noble Joins Reynolds in Administration While voters in Senate District 48 will vote next Tuesday to fill the vacancy created by the resignation of Lt. Lande is chair of the Muscatine law firm of Stanley, Lande and Hunter and is an avid hunter and fisherman. He served as chair of the ABI Board of Directors from 1991-92 and has remained active with the Board and the association. He formerly served on the State Board of Regents and serves as Honorary Consul of Canada to the state of Iowa. Congratulations Roger!   Join Us for the Annual ABI Legislative Briefing and Reception With 38 new legislators elected, the Iowa Statehouse will look very different when the 84th General Assembly convenes in January. We hope you can join us on Wednesday, January 12, 2011 at the State Historical Building. Take advantage of the discounted rate for a limited time. <a href="/en/events_calendar">Register today</a>!   ABI Receives National Voter Education Award The <a href="/">Iowa Association of Business and Industry</a> and the <a href="http://www.iowaprosperity.org/">Iowa Prosperity Project</a>, have received a national award from BIPAC for their 2010 general election efforts. ABI staff Nicole Molt and Leisa Fox received the award on behalf of the association during a two-day strategic planning meeting with other states. To read BIPAC’s press release and for more information about ABI’s award, click <a href="/index.cfm?nodeID=24433&audienceID=1&action=display&newsID=10738">here</a>.     Business Grants Available The Iowa Breastfeeding Coalition is releasing a final grant application round that offers up to 3 additional grants to Iowa employers.  Iowa awarded four grants in June and three in September of this year. The new applications are due January 21, 2011.  The grant is for employers to apply to receive up to $500 to establish or update a lactation room.  Applicants must show an in-kind or matching funding of at least 50%. In-kind may be in the form of staff time/salary worked on the project. Following the grant award, businesses will receive 60% of the grant fund amount with the balance received after the final report is submitted to the IBC. The exchange is intended to make purchasing health insurance easier by providing eligible consumers and businesses with "one-stop-shopping" where they can compare and possibly purchase health insurance coverage. McDonald Manufacturing Company in Dubuque, ABI’s Board Chair.   “Our members want to see refocused efforts at the Department of Economic Development to promote those things about Iowa’s business climate that make us attractive to job creators,” says Mike Ralston, ABI president. “Our Right to Work freedom and workforce training programs should be highlighted.”   ABI 2011 Agenda for Growth ABI believes that sustainable job creation can best be achieved by development of new and existing business and industry. Vigorous economic growth can best be realized through a superior business, regulatory and tax climate. ABI recommends the following as a road-map to successful job growth:   Job Creation - Refocus the Iowa Department of Economic Development on an economic strategy balancing retention and assistance to existing businesses with the recruitment of new businesses. Iowa should actively pursue and promote policies like Iowa’s Right to Work freedom and workers’ compensation direction of care, and job training programs as attractive components of Iowa’s business climate.   Fiscal Responsibility - Employ standards and criteria necessary to produce affordable, accountable and sustainable budgets that Iowa taxpayers can rely on year after year.  A sound budget development process avoids the use of non-recurring funding sources for ongoing expenses; multi-year accelerating commitments that create “built-in” budget increases; new automatic, or “standing” appropriations that evade annual legislative review; and accurately determines revenues and expenses.   Tax Policy - Reduce the overall tax burden for Iowans while achieving better quality governmental services for less cost.   ABI supports a tax system that includes equity, simplicity, predictability, and government accountability.   Regulatory Reform - Review regulations on Iowa’s business climate for their effectiveness and enact future standards only after careful review by elected policymakers. Appointed boards and commissions not accountable to the public should refrain from regulatory functions.   Iowa’s regulations should also not exceed standards established by the federal government.     ABI’s legislative priorities and policies are established on an annual basis through an in-depth grassroots committee process. More than 600 individuals working through five specialized ABI committees, along with regional meetings, develop the legislative policies. The policies are then refined, reviewed and approved by the Legislative Committee and the <a href="/en/about_abi/board_of_directors/">ABI Board of Directors</a>.   Branstad Names Durham to Head IDED On Tuesday, Governor-elect Terry Branstad announced the appointment of Siouxland Chamber President Debi Durham as his choice to head the Iowa Department of Economic Development (IDED). Durham has been at the Siouxland Chamber for the past 15 years.  ABI President Mike Ralston applauded the selection of Durham because of her experience in recruiting and maintaining businesses creating jobs. "She really has a lot of success in a very difficult situation," Ralston said. "She sits across the river from Nebraska and South Dakota, a state without corporate income tax." In 2007, Durham was profiled in ABI’s print publication <a href="http://www.iabizonline.com/index.php?/component/option,com_frontpage/Itemid,1/">IA.Biz</a>, as one of the "Five Iowa Women You Should Know." Durham’s appointment will require confirmation by the Iowa Senate.   Meet the 38 New Faces in the Iowa Legislature The Iowa Statehouse will look very different when the 84th General Assembly convenes in January. The annual ABI Legislative Briefing and Reception is a great opportunity to meet the 38 new faces of the Iowa Legislature. ABI members receive a special “members only” briefing of key issues facing the new General Assembly. In addition, the State of Iowa will see a “new” Governor and Lieutenant Governor. We hope you can join us on Wednesday, January 12, 2011 at the State Historical Building. Take advantage of the discounted rate for a limited time. <a href="/en/events_calendar">Register today</a>!   2010 Election Political Report-PowerPoint Presentation ABI Senior Vice President of Government Relations, John Gilliland presented a political report at the November ABI Board Meeting. If you would like to see 2010 Election Results and how business fared, followed this <a href="/en/events_calendar/presentations/2010_presentations/">link</a>.   ABI Environment Committees Meets-Fees and Tailoring Rule Hot Topics The ABI Environment Committee met Thursday to discuss the Iowa Department of Natural Resources proposed Title V fee cap increase. Title V fees are paid by companies who emit over a certain number of tons of a specific pollutant. The fees in Iowa have increased 65% over the past three years and are slated to increase once again to $79.50/ton in five years. ABI environment committee members had several questions and later in the afternoon attended a DNR stakeholder meeting.    Environment Committee members also discussed in detail the recently completed PM2.5 stakeholder process. Members expressed their concerns to ABI staff. Finally, committee members discussed the proposed Greenhouse Gas Tailoring Rule which will come before the Administrative Rules Review Committee on Tuesday, December 14th. ABI submitted comments to DNR with concerns over no rescission clause and the lack of clarity for the new rule.    Iowa Association of Business and Industry November 18, 2010 http://iowaabi.siteviz.com/index.cfm/22058-1/10443/november_18_2010 Wed, 17 Nov 2010 06:00:00 +0000 News and Press Release http://iowaabi.siteviz.com/index.cfm/22058-1/10443/november_18_2010 New House Leaders Elected With House Republicans taking over as the majority party, the 60 newly elected Representatives met last week to elect their leadership. Pro-business legislator Kraig Paulsen (R-Hiawatha) was selected to be the Speaker of the House when the Legislature convenes on January 10, 2011.  Paulsen is an Air Force Veteran and attorney working for a Cedar Rapids trucking company. He was elected to the House in 2002.  Another ABI ally, Linda Upmeyer (R-Garner) was elected as House Majority Leader – the first woman in Iowa history to hold that position. Upmeyer’s father, the late Del Stromer, served 23 years in the House including time as Speaker of the House. Upmeyer is cardiology nurse practitioner also first elected in 2002.     New Committee Chairs Announced On Wednesday, House leaders announced new chairs for some of the key Legislative House Committees.   All are have pro-business voting records during their service in the Legislature. They include:   <ul type="disc" style="margin-top: 0in"> <li class="MsoNormal" style="margin: 0in 0in 0pt">Agriculture Committee: Rep. Chet Culver has set January 4th, 2011 as the date of the special election in Senate District 48, to fill the vacancy created by Lt. Governor-elect Kim Reynolds.  Montgomery County Auditor Joni Ernst, a Red Oak Republican, has already announced her candidacy and has been endorsed by both Reynolds, R-Osceola, and state Rep. Cecil Dolecheck, R-Mount Ayr.  Democrats have not yet announced their candidate.  Senate District 48 in south central Iowa includes Clarke, Decatur, Taylor, Adams, Montgomery and Ringgold counties, as well as portions of Union County.   ABI Joins National UI Coalition ABI has joined with state chambers and other business groups in 50 states urging Congress to act on pending Unemployment Tax legislation. While Iowa hasn’t borrowed unemployment dollars from the federal government like 32 other states have, the reforms of the “UI Integrity Act” will be beneficial to Iowa’s system.    Measures include increasing effective UI overpayment recovery by providing for offset of benefit overpayments with income tax refunds and adding the reporting of the first day of earnings to the National New Hire data base to more effectively identify UI claimants who are working while being paid unemployment compensation. It also includes providing $30 million in additional targeted administrative UI funding in FY 2011 and 2012 for automated systems and personnel training to better identify fraud and collect overpayments.   DNR Pollution Prevention Intern Program Seeks Applicants There is still time to submit a project proposal for the 2011 Pollution Prevention Intern Program.  Since 2001 the Pollution Prevention Intern Program has cumulatively saved Iowa companies over 62.6 million dollars in implement savings. The Pollution Prevention Intern Program places graduate and upper level undergraduate students in Iowa businesses to identify, evaluate and implement feasible solutions within their discipline to achieve positive environmental results for the host company. Identifying improvement opportunities and implementing best practices will help a company optimize their bottom line. of Natural Resources continues to have multiple meetings on issues important to Iowa’s economic development. Last week ABI was invited to attend a Water Resources Coordinating Council meeting where DNR presented updates on Iowa’s water resources and explained some of the challenges to Iowa’s future water supply.    On Wednesday, November 10th several ABI member companies attended the final PM2.5 informed ABI that it is now accepting fiscal year 2011 applications for the Iowa Brownfield Redevelopment Program.  A brownfield site is an abandoned, idled, or underutilized industrial or commercial facility where expansion or redevelopment is complicated by real or perceived environmental contamination. Financial assistance of up to 25% of project costs is available for Brownfield Redevelopment Settles on 2010 Election/ABI Critical to Election Upsets As the country watched Republicans win more congressional seats than in any election since 1948, the Iowa State House and Senate also saw big gains for Republicans. ABI’s political action committee (Iowa Industry PAC) provided critical support for a number of upset winners Tuesday.  Thank you to those who supported IIPAC in this election cycle. There were also some upsets that no political pundits saw coming providing great opportunity for the business community to work with new faces. Many races were won by small margins and final numbers will be available after the canvas on Monday, November 8th. ABI will post a list of winners once the canvas has been completed.   Here’s a listing of Key Races of interest to the business community:   Statewide Offices Governor – Terry Branstad – since addressing the ABI Conference in June, Branstad’s commitment to the business community during his previous terms as Governor pleased many members. IIPAC formally endorsed Branstad and running mate Kim Reynolds on August 2nd.   Auditor – Dave Vaudt – the “Taxpayers’ Watchdog” endorsed by IIPAC was re-elected to a 3rd term.   Secretary of Agriculture – Bill Northey - re-elected to 2nd term, Northey earned support from agri-business interests universally and gained the IIPAC endorsement.   Attorney General – Tom Miller – was re-elected to the office he was first elected to in 1978 despite an unprecedented challenge from Brenna Findley.   Secretary of State – Matt Schultz – the Council Bluffs city councilman was perhaps the surprise of the night ousting first-termer Mike Mauro.   State Senate District   1 – Rick Bertrand (R-Sioux City) - businessman endorsed by IIPAC was big GOP pick-up in the seat vacated by retiring Democrat Steve Warnstadt.   5 – Rob Bacon (R-Nevada) - funeral home operator upsets Democrat incumbent insurance/realtor Rich Olive, who had been friend to business.   9 – Bill Dix (R-Shell Rock) – former state rep returns to statehouse by ousting first-term senator Bill Heckroth. Dix had 100% ABI voting record while serving in House.   13 – Tod Bowman (D-Maquoketa) – appears to have bested former Cornell University basketball star Andrew Naeve by 38 votes. Seat vacated by Democrat Roger Stewart.   27 – Bill Anderson (R-Pierson) – former Grassley and King staffer holds seat for Republicans vacated by Ron Wieck.   37 – Kent Sorenson (R-Indianola) – first term House member knocks out first-term Senator Staci Appel in a hotly contested race with 59% of vote. IIPAC played big role in this one as Sorenson’s business voting record out-shined Appel’s.   41 – Roby Smith (R-Bettendorf) – former banker holds seat for GOP after taking out Senator David Hartsuch in Republican primary.   45 – Sandy Greiner (R-Keota) – former state rep and senator returns to capitol after two-year sabbatical by ousting first-termer Becky Schmitz. IIPAC strong supporter of Greiner.   47 – Mark Chelgren (R-Ottumwa) – small business man potentially has taken out two-term Judiciary Chairman Keith Kreiman. The margin is 13 votes at press time with counting still going on.     State House Districts 1 – Jeremy Taylor (R-Sioux City) – small business owner takes open seat formerly held by Democrat Wes Whitead. IIPAC cut own radio ads for Taylor.   2 – Chris Hall (D-Sioux City) – only Democrat victory for legislature in Sioux City.   6 – Jeff Smith (R-Okoboji) – banker holds seat for GOP.   7 – John Wittenben (D-Estherville) – appears to have held the seat for Democrats by 38 vote margin.   8 – Tom Shaw (R-Laurens) – police chief wins seat previously held by retiring Democrat Dolores Mertz.   9 – Stewart Iverson, Jr. (R-Clarion) – 8-year Senate Majority Leader returns to capitol by beating two-term Democrat McKinley Bailey. Both supporters of business issues in varying political climates.   14 – Josh Byrnes (R-Osage) – industrial tech instructor wins open seat for GOP after Democrat Ag Committee Chair Mark Kuhn steps down.   15 – Brian Quirk (D-New Hampton) – the sole survivor of the famed “6 Pack” – a group of moderate Democrat House members who helped fend-off bad for business bills. Quirk easily re-elected to 6th term.   16 – Bob Hager (R-Dorchester) - small business owner got late start but defeated first-termer John Beard to pick up another GOP seat.   18 – Andrew Wenthe (D-Hawkeye) – appears to narrowly hold off challenge from farmer Roger Arthur by 28 votes.   19 – Bob Kressig (D-Cedar Falls) – despite exceptional fundraising by restaurant/bar-owner Darin Beck, Kressig holds hotly contested seat.   20 – Walt Rogers (R-Cedar Falls) – another GOP take-away, former pastor defeats business-friend Doris Kelley.   21 – Anesa Kajtazovic (D-Waterloo) – Bosnian immigrant defeats former Waterloo Mayor John Rooff to hold seat for Democrats.   23 – Dan Rasmussen (R-Independence) – an IIPAC friend is back after regaining the seat he lost to Democrat Gene Ficken in 2008.   24 – Roger Thomas (D-Elkader) – current chair of House Economic Growth committee holds on after challenge from businessman Mike Breitbach by 120 votes.   25 – Brian Moore (R-Maquoketa) – One-time Democrat Senate candidate turns Republican and defeats incumbent Tom Schueller by 150 votes.   26 – Mary Wolfe (D-Clinton) – attorney holds heavily Democrat seat after retirement of Polly Butka. Businessman David Rose made it tough.   28 – Pat Murphy (D-Dubuque) – current Speaker of the House wins stiff battle against insurance agent Paul Kern by 340 votes, but loses the war seeing his caucus shrink from 56 to 40.   30 – Dave Jacoby (D-Coralville) – after receiving IIPAC support in primary challenge from labor unions, Jacoby could be poised to lead the new Democrat minority.   31 – Lee Hein (R-Monticello) – farmer upsets Iraqi war veteran Ray Zirklebach.   37 – Renee Schulte (R-Cedar Rapids) – a narrow victory for IIPAC in 2008 when she won by 13 votes, Schulte re-elected by more than 1,000 this time.   41 – Dan Kelley (D-Newton) – Jasper County Democrat chair holds seat following death of Representative Paul Bell.   42 – Kim Pearson (R-Pleasant Hill) – lawyer and Tea Party favorite defeats 14-year incumbent Geri Huser by 159.   48 – Chip Baltimore (R-Boone) – lawyer appears to have upset Environmental Protection Committee Chair Donovan Olson with lead of 28 votes.   51 – Dan Muhlbauer (D-Carroll) – son of former legislator takes only Republican open seat of the night with 58% of vote in district vacated by Rod Roberts.   54 – Ron Jorgensen (R-Sioux City) – IIPAC endorsed college VP wins seat vacated by former Speaker Christopher Rants.   73 – Julian Garrett (R-Indianola) – one-time assistant Attorney General holds GOP seat held by retiring Jodi Tymeson.   74 – Glen Massie (R-Des Moines) – Marine veteran holds seat for Republicans vacated when Kent Sorenson chose to run for Senate.   75 – Guy Vander Linden (R-Oskaloosa) – former Marine One pilot upsets two-termer Eric Palmer. IIPAC ran radio ads for Vander Linden in this district.   80 – Mark Lofgren (R-Muscatine) – financial advisor upset three-term incumbent Nathan Reichert in race IIPAC played critical role with radio advertisements.   84 – Ross Paustian (R-Walcott) – farmer who earned “Friend of Iowa Business” endorsement wins district on 2nd try after Elesha Gayman gives up seat.   89 – Jared Klein (R-Keota) – farmer wins re-match against first-termer Larry Marek, an ally of business interests, in lean Republican district.   95 – Joel Fry (R-Osceola) – social worker takes out former Democrat assistant leader Mike Reasoner, a moderate voice in the caucus.   99 – Mary Ann Hanusa (R-Council Bluffs) – former Senator Grassley and President George W. Bush staffer holds seat for GOP when Doug Struyk stepped down.   100 – Mark Brandenburg (R-Council Bluffs) – another surprise winner knocks off House Ways and Means Committee Chair Paul Shomshor in Democrat-leaning district.   Election Analysis Iowa House Republicans going into election night held 44 seats, but only had 38 incumbents seeking re-election. That meant reaching a 51-seat majority would require holding all 38 incumbents, defending 6 open seats and winning a combination of seven Democrat open and/or incumbent seats. House Republicans roared to the majority by defeating 13 Democrat incumbents, gaining 4 Democrat open seats, and holding 5 of 6 of their own open seats.   House Democrats, on the other hand, had 46 incumbents and sought to defend 10 open seats held by Democrats in the last General Assembly. By Wednesday morning, the Democrats had lost 4 of their open seats while taking only 1 of the Republican open seats. Assuming that those races with margins of 50 votes or less hold after re-counts, House Republicans will now have a majority 60-40. House GOP Leader is expected to be elected the next Speaker of the House on Monday.   Iowa Senate Democrats currently hold a wide 32-18 majority, but Republicans had strong challengers to several of the 19 Democrat-held seats on the ballot this year. Republicans were successful in defeating 4 Senators facing their first re-election – Staci Appel – Ackworth; Bill Heckroth – Waverly; Becky Schmitz – Fairfield; and Rich Olive – Story City (and possibly a 5th in Keith Kreiman). The GOP also picked up the Sioux City open Senate seat previously held by Steve Warnstadt when Rick Bertrand won. Republicans held their only 2 open seats. That makes a minimum net gain of five (5) for the Senate Republicans pushing them to 23 seats against Democrats 27, pending final counts Thursday and potential re-counts. Of note, with the election of Senator Kim Reynolds (R-Osceola) at Lieutenant Governor, a special election will be set for Senate District 48 presumably before the end of the year.   Despite somewhat unpredictable finishes in a number of races, IIPAC had another amazing year. If projected winners hold pending final vote canvasses, IIPAC’s “Friend of Iowa Business” endorsements will have supported winners in 92% of Senate Races and 85% of House Races. IIPAC also supported winners for Governor, Auditor and Secretary of Agriculture. Again, thank you friends of ABI for your personal investment in IIPAC giving business a loud and unified voice in the 2010 elections.     Implications of Nationwide Congressional Races The U.S. House of Representatives was predicted by media early on election night to see upwards of 60 new Republicans elected to Congress.
